PRESIDENT/CHAIRMAN
Professionally, Ted brings more than 20 years of upper-management experience, with extensive experience in organizational leadership, project management, budgeting, policy development, and strategic decision-making. He has earned the Certified Public Works Professional–Management (CPWP-M) designation through the American Public Works Association (APWA), a professional distinction held by only a small number of individuals in the Commonwealth of Virginia and fewer than two hundred nationally.
As President of the Caroline Girls Basketball Foundation, Inc., Ted brings together his professional leadership experience, longstanding connection to Caroline County, and passion for women’s basketball. He is committed to strengthening and promoting the Caroline High School girls’ basketball program, expanding opportunities and resources for its student-athletes, recognizing their achievements, and building lasting community support for the program.
A thirty-year resident of Caroline County, Ted Lambert has deep roots in the community and a strong commitment to supporting its young people. He and his wife Angel have raised two children in Caroline County. His wife and son are both graduates of Caroline High School, and his daughter is a current student. His daughter’s passion for basketball—and five years of competitive experience spanning middle school, high school, and AAU travel basketball—has helped foster his own passion for the sport and his commitment to creating greater opportunities for female student-athletes.

Sheriff Scott Moser has dedicated over three decades to public safety, beginning his distinguished career at the Caroline County Sheriff's Office in 1988. Sheriff Moser served as Chief Deputy under two sheriffs and was appointed as the Sheriff of Caroline County on January 1, 2023. He took office as the elected Sheriff of Caroline County on January 1, 2024.
Some of Sheriff Moser’s accomplishments during his distinguished career include developing and managing several community outreach programs such as neighborhood watch and Cops 4 Kids. During his career, Sheriff Moser has received numerous awards from various law enforcement agencies, civic groups, and governmental bodies, commending his bravery, service, and leadership.
Scott moser
VICE PRESIDENT
Sheriff Moser attended Virginia Tech and later honed his skills at Virginia Commonwealth University, completing a master’s course at the Public Safety Institute in 2006. Sheriff Moser also holds a Bachelor of Science in Interdisciplinary Studies and a Minor in Criminal Justice from Liberty University.
Sheriff Moser resides in Caroline with his wife and is very active in the community. He was named "Top Volunteer" by Caroline Magazine. He is the President of the Caroline Humane Society and also a member of the Sparta Ruritan Club, Caroline Ruritan Club, and Habitat for Humanity.

Outside of her professional career, Vieanne is a proud wife and mother of three daughters, including one who plays middle school basketball. Her husband is also active in the community serving as a coach and volunteer.
I look forward to bringing my experience, dedication and support while serving as a board member for the Caroline Girls Basketball Foundation.
VIEANNE BAYLOR
SECRETARY
A proud native of Caroline County, Vieanne Baylor holds a Bachelor’s degree in accounting and has over 15 years of experience in both the public and private sectors, having served as Payroll Specialist and Accounts Payable Specialist. I am honored to have been recently appointed as Deputy Town Treasurer for the Town of Bowling Green.

TANISHA MIDDLEBROOK
TREASURER
Tanisha Middlebrook and her husband live on the west side of Caroline County. When she isn’t working or volunteering, she loves spending time outdoors—camping, kayaking, fishing, hunting, tending to her chickens and pet turkey, or simply relaxing around a campfire with friends.
She looks forward to helping the Foundation grow while ensuring its finances are managed responsibly and transparently, all in support of Caroline Girls Basketball and the young women who represent our community.
A Caroline County native and graduate of Caroline County schools, Tanisha Middlebrook is a former Caroline student-athlete who played softball and field hockey. She is excited for the opportunity to give back to her community and support today’s young female athletes.
Tanisha Middlebrook brings nearly 30 years of financial and administrative experience to the Foundation. She has served as an Administrative Manager for the past 22 years, with responsibilities that include preparing annual budgets, financial reporting, accounts payable and receivable, reconciliations, and payroll. She also previously served as Treasurer for the Humane Society of Caroline County and currently serves as Treasurer for a local hunt club.
OUR BASKETBALL ADVISORS
The Caroline Girls Basketball Foundation’s Basketball Advisors are a select group of accomplished athletes, coaches, and basketball professionals who provide valuable insight and experience to support the continued growth of the Lady Cavaliers program. Drawing on their backgrounds in competitive basketball, our advisors serve as a resource to the Foundation’s Board of Directors on matters such as equipment, uniforms, player development, camps and clinics, training opportunities, and other basketball-related initiatives.
This group also serves as an optional resource for the Caroline High School girls basketball coaching staff, providing access to experienced perspectives when requested. By bringing together individuals who understand the game at a high level, the Basketball Advisors help ensure that Foundation initiatives are informed by practical experience and focused on creating meaningful opportunities for our student-athletes.

Ashley pegram
AP HOOPS
Ashley Pegram attended VCU from 2014-2017, and graduated with her Bachelors Degree in Criminal Justice/Homeland Security. Ashley was a starter for the Rams in her first year and led the team from the free throw line shooting 70%. She also had a career best 25 points in 22 minutes against Ohio State. In 2015-2016, Ashley was ranked third on the team in scoring & shot 45.1% from the field. In three years, Ashley totaled 683 points at VCU & although those three years flew by, Ashley is forever thankful for the opportunity she had to be apart of the VCU Women's Basketball program.
In 2018-2019, Ashley had the opportunity to play overseas & receive her Masters Degree in Durham, England. She helped her team win the BUCS Championship game, totaling 32 points. The experience overseas is one that she will never forget, & she hopes that her basketball journey can show every client that with consistency, faith & hard work you can accomplish anything you put your mind to!
Ashley Pegram graduated from Meadowbrook High School in Chesterfield, VA in 2013 where she earned back to back Central District Player of the Year for 2012 & 2013. She finished her Meadowbrook career with 1,604 points. She also earned First-Team All Region & All-State Honorable mention.
After Meadowbrook, Ashley attended Chesapeake Junior College in Wye Mills, MD for one year where she earned First-Team NJCAA All-American & led her team to the Region XX Women’s basketball championship. She finished 4th in scoring in the NJCAA. Ashley’s hard work, dedication, & faith led her to receiving a full Division 1 scholarship to Virginia Commonwealth University.

Helene Norris
JR TUCKER HIGH SCHOOL
She offers experience from many levels of the sport — public school, private school, AAU, elementary school to high school. Further more, Helene is passionate about advancing girls basketball and creating safe, fun spaces where girls can build skill, confidence, and friendships.
Helene Norris has been coaching basketball in the Richmond area for just over ten years. She started her coaching career as an assistant for the Girls Varsity team at JR Tucker High School in 2015. She spent eight seasons at Tucker then three more as an assistant at Trinity Episcopal School. She’s now back where it all started, heading into her first year as Head Coach for Girls Varsity basketball team at Tucker.
She’s also coached 5 years at RockIt Sports and served as the Director of Girls AAU Basketball (3rd - 8th grade) for two of those.

chelsea woolfolk
CAROLINE MIDDLE SCHOOL
Chelsea brings significant coaching and player-development experience to the Lady Cavaliers program. From 2022–2025, she served as Head JV Girls Basketball Coach at Caroline High School, where she helped develop young athletes and prepare them for success at the varsity level. She has also dedicated seven years to the Caroline Middle School Girls Basketball program as an Assistant Coach, mentoring players and encouraging their growth both on and off the court.
Currently working at Caroline Middle School and remaining active in the Caroline community, Chelsea continues to be a positive influence on young people. She is especially passionate about empowering young women, encouraging student-athletes to recognize their potential, and ensuring they have people in their corner who believe in their success. Her experience as a former Lady Cavalier, coach, mentor, and longtime supporter of Caroline County students provides a valuable perspective in supporting the continued growth of girls basketball in Caroline County.
Chelsea Woolfolk is a proud Caroline County native and 2006 graduate of Caroline High School, where she played all four years on the Girls Varsity Basketball Team as a strong and accomplished post player. Her years on the court helped develop a lasting passion for basketball and a commitment to supporting the next generation of student-athletes. Chelsea has worked within Caroline County Public Schools for nearly 15 years, building strong relationships with students, families, staff, and members of the community.
